Louisiana council candidate Carter sued for libel
Apr 6 @ 3:15 pm – 4:15 pm

Louisiana Ward 3 city council candidate Tim Carter has been sued by two other candidates for libel and defamation of character in Pike County Circuit Court. None of the candidates are running against each other in the Tuesday, April 7 election.

Ward 1 candidate Mona Brown is seeking at least $50,000, attorney’s fees and court costs. She alleges that Carter defamed her in a report to the Missouri State Ethics Commission alleging she did not file personal finance disclosure documents and that her family business directly benefited from her being a council member. The commission found no grounds in Carter’s complaints and dismissed them.

Ward 2 candidate Kathy Smith is seeking at least $25,000, attorney’s fees and court costs. She alleges that Carter libeled her in a report to the Attorney General’s office and the ethics commission. Carter claimed that Smith made a motion and then voted for a block of appointments by Mayor Bart Niedner, one of which put Smith’s brother, Louisiana Fire Chief Mike Lesley, on the new public safety committee.

Carter said that constituted nepotism. Smith said she thought the vote okay because her brother is a non-voting member of the committee. The ethics commission refused the complaint because it was filed less than 60 days before the Tuesday, April 7 election. The Attorney General’s office chose not to act on Carter’s complaint and closed the case.
