The City of Louisiana received no requests for proposals to purchase three empty downtown lots at a special city council meeting held Tuesday, July 16.
The board then voted to sell them to Tim Carter and Doug and Lynn Dempsey, who were originally trying to purchase the lots, but sent no requests.
The city had been in previous negotiations with Carter to buy the old Rexall-Conboy buildings lot in the 300 block of Georgia. The city was also in negotiations with the Dempseys to buy the lot at Fourth and Georgia streets that once housed the historic railroad caboose.
However, at the Monday, July 8 city council meeting, the board voted to offer the lots through requests for proposals.
Both parties expressed frustration at that time with the process changing on them and did not respond, although the council did.
Neither Carter or the Dempseys were at the meeting.
