For the people of Clarksville and Mayor Jo Anne Smiley, few things are as important as the Mississippi River.
But what can a small town mayor do about the myriad of issues around a stream regulated by the federal government and dominated in discussion by towns the size of St. Louis, Memphis and New Orleans?
Smiley is beginning to find out as an equal member of the Mississippi River Cities and Towns Initiative (MRCTI) which she was asked to join last year.
The MRCTI is getting noticed because it has bipartisan members like Republican Senator Roy Blunt of Missouri and Democratic Senator Tom Harkin of Iowa working on river issues that affect their states, a rare working connection in the nation’s capital these days.
